From what I've read, that quote supposedly was a reply to someone complaining
to Ben that the Constitution guaranteed happiness yet he had not gotten his
share. In that context, its understandable, even clever.
Ben may or may not have said it. He never wrote it and CNN wasn't around then
to record it if he did so it could well be a fabrication, rather like David
Millar's original statements about his EPO doping. (Cycling content rule
satisfied.)
