I got my wife a Narvarro frame like that from REI. Hers is very small,
probably closer to 19". It's semi-"step through", more like a mixte style
than a real "ladies bicycle", but she likes it.

Hubs are hubs. They can be built into any size wheel. I have such a hub,
currently on a 700c wheel. I use it on our tandem, but will be replacing
it with a cassette hub since we need lower gears than the nexus gives. My
plan is to use that hub on my old road bike.
