Not really, I believe they go by the original motive for the attack... We
had a incident in Chicago where 3 kids were out looking to steal a bike not
that long ago...

with robbery and aggravated battery in connection with a Sunday afternoon
beating that left eighth-grader Ryan Rusch unconscious with severe head
injuries.

Prosecutors had considered charging the teens, who are black, with hate
crimes after one of them said Ryan was attacked because he was a "goofy
white kid."

Milan said the spirit of the hate crime laws is to increase misdemeanors
to felonies.

"Because we've changed the charges to attempted murder, there's no reason
to do it," Milan told the 150 people who crammed into a gymnasium.
