Two critical things for any tax increase these days are:
1) It's not really a tax, but a "Revenue Enhancement," "User Fee,"
"Service Fee," "Operational Surcharge," or some other political mumbo-
jumbo that does not use the word "tax".
2) There needs to be a lame duck to blame it on. Hmmmm, where can we
find one of those?
