It is probably least expensive to just replace the cranks and bottom bracket with newer ones than to try to fix what you have. I think Sugino makes a crankset primarily for fixed gear bikes. I use a brake and have never had any problems with my drivetrain and also feel much safer that way. If you do insist on slowing by resisting and stopping by skidding, make sure you are running a track hub with a reverse threaded lockring, not a converted road hub.
