Look at the crank teeth. If they are worn or hooked you will get trouble. You'll need to replace the crank rings. I think you are describing "chain suck".

If the chain is not oiled you will get trouble. If you have any stiff links then try to ease the rivet a tiny bit. If the chain is more than a couple of years old then it should be replaced.
