The fact that it's a Roadmaster doesn't tell me anything.

If you can't fix it yourself, take it to a bicycle shop.

It might be something so simple, check to make sure the cables are not snagged on something, and check to make sure your handlebars are not turned 360 degrees, which would wrap up the brake cable around the steering head-tube and make the cables too tight.
