You have an adjuster on most brakes at the handlebar. First you must loosen the lock down nut & then back out the center cable adjuster a few turns. Try the brake & see if it's working. If not turn the adjuster back in to where it was.
Go to your front brake caliper assembly and loosen the cable clamp with the proper wrench while squeezing the caliper almost closed. This should allow the extra cable to be brought through the cable clamp lock down nut. If not pull it tighter by hand & retighten the nut. Try your brakes and repeat the adjustment at the handlebars with a tighter cable to fine-tune it. I hope you can figure it out. The same works for the back unless you have disk brakes.
