I'm glad I live in Cox cable territory then. They haven't done
this to the tour (at least not so far). Actually, Cox cable
covers most of San Diego county and I think a majority of the
city. I don't miss Time Warner.

You could also call their customer service and yell at them.
Maybe you could get other customers to do the same. If enough
people do, they'll fix it.
