Litigation. Appeals and investigations will be going on for months, even years. This is what happens when trying to prove this kind of thing with such high stakes. Especially in the Tour circuit... the whole thing, many believe, is completely doped up and the only clean riders end up at 112 or so. It's like American boxing. A great sport tarnished by cheaters.
