How can i fix the gears on my bike?

I own a Raleigh Avenger which I've had for just over two years. I took it for a ride recently n noticed that i wasn't going very fast. I realized that the chain doesn't properly switch. What i mean is that instead of being a 21-speed bike like it's suppose to be, it's instead a 12 speed because the chain goes to only the second last ring on both. (instead of 3x7 for 21 i got 2x6 for 12). My uncle took a look but couldn't fix it....any ideas? I want to do it maself n not go to repair shop...is this possible?
