If you dont know what you are doing you can make a wrose mess, but I'll assume you do know. get an allen key or spanner/wrench the size that fits your brake blocks and lossen them, they are on a slide & angled washer, bring this a little lower and lock up one side when the brake lever is applied in the brakes on position. then let go, position the other brake block up to the rim and lock this up too. spin the wheel around off the ground and check its not catching anywhere on the rim or tyre/tire.

If you follow this you should have fixed your brakes and be able to do this in the future, Hava a good ride and make sure everything you loosened is now tight, and check it again just to be sure.

The fact that it's a Roadmaster doesn't tell me anything.

Try the bikewebsite or sheldon browns' website:

If you can't fix it yourself, take it to a bicycle shop.

It might be something so simple, check to make sure the cables are not snagged on something, and check to make sure your handlebars are not turned 360 degrees, which would wrap up the brake cable around the steering head-tube and make the cables too tight.
