Toll roads were paid for using state funds vs. federal funds. The
tolls are primarily used to pay off the building bonds using a
pay-as-used method rather than taxing everyone in the country.

Perhaps, but wouldn't the NJ and Pennsylvania Turnpike bonds have been
paid off long ago? Given the number of potholes on the eastern toll
roads we've driven, I suspect that not much of the money goes to road
maintenance.
