Tights angst

Something I don't understand: two out of three pairs of cycling tights I
have (different weights) have elaborate ankle-grabbing elastic at the
bottom. Why?

Shorts I can see -- the shorts would ride up. But all of my tights have
a tendency to ride down, towards my ankles instead of away from them.
So why do the makers put on something that's so tight it's not necessary
to keep air from flowing up my legs; that's hard to put on (impossible
over shoes); and even more difficult to remove?

I noticed because it was cold enough this morning to go for the heavy
weight pair, which has sweat-pant-like enclosed, relaxed elastic at the
ankles, plus zippers so you can put them on over shoes, and has no
grippers. Sensible, IOW.
