I like your suggestion Paul but is a new rim required to increase from 700x23 tires?

Only if your tire clearance is really really tight. A wider rim can give
a bit more clearance for bigger tires, but most bikes can handle 25mm
tires at least, if not 28mm. Either of these widths are OK with standard
rims.
