I need a process for a high polished bare metal finish for my steel road bike.?

I want to strip the paint of the steel bike frame and then polish the steel to a mirror finish. I would like to then seal the polished metal and apply the decals and I guess bury them under clear coat if that would work effectively. Does anyone know a good process that uses simple hand tools?

You can get your frame powder-coated clear. I think that's the look your going for search for powder-coaters in your area. The good ones will do it for about $100.
If you're talking about a color, you're going to need many, many layers of lacquer.
