Where can I find a european bike bag/basket? What are they even called??

While traveling Europe this summer I noticed that alot of people in & around Italy had these cloth (or maybe plastic) bags/baskets on their bikes. They had two big square bags hanging on either side of the bike's rear rack, connected by the part that goes over the rack. Does that make sense?

I can't find them anywhere here.

They are called bicycle baskets. Google it and you'll find a wide variety to choose from.
