Cycling on a Dual Carriage Way?

As I don't start college untill 11 on Tuesdays, I am thinking of cycling to college as a form of excercise (it should take around 50mins), but I am wondering about cycling on a dual carriage way.

Would it be considered dangerous, and what about the slip roads? There is a hard shoulder on the DC I use, so is it legal for a cyclist to cycle on the hard shoulder?

I've had my driving liscence for a year now and I'm used to cycling on urban roads, so I feel like I may be up to cycling on dual carriage ways.
