If the rust is light it will probably come off with a lubricant and a soft cloth, you can also scrub it a little with a soft brush like a tooth brush. If the rust is heavy you may have to use a rust remover such as Oxystrip or WD40 and a heavier brush. Once the rust is removed clean the rust remover from the frame, it will attract dirt. To prevent rust keep the rust prone area well lubricated with a lube, I like white lightning epic chain lube, but there are many good ones. Also keep your bike inside if possible or cover it with a tarp or large canvas cover if you have to keep it outside. And Gorzar has a good point. If the rust is on a painted area you may want to touch it up a little with paint. If you do this make sure all the rust is removed first, or the rust will continue to grow under your new paint.
