What can i use to grind down metal?

Well i ordered a PRO parts package from danscomp.com and i think the axle in the back rim is over size. What can i use to make the back frame oversize? I heard sand paper does the trick...is that true?
Do bike shops do this?

Use a Dremel tool with a cutting wheel (heavy duty one),
or a right angle grinder (4 1/2 inch) with a cutting wheel.

P.s.- Be CAREFUL!! You can ruin your frame with one
false move.
