Best way/height to adjust a bike seat?

Whats the standard "rule of thumb" for how high your MTB seat should be when riding? Like how far should my knees bend? Or how high over the handlebars?

When you are pedaling the bike, your leg should almost be fully extended when the pedal is at the lowest point. Leave about two inches so that your leg is not completely straight down, you still want a little bit of power for pedaling.
