While this IS true, it is also not enforced. Or, never enforced. Or counted
as nobody's business.

The police in Texas just do not seem to notice cyclists or they would get
interested in people riding the wrong way against traffic, people riding on
the freeways, people breaking traffic laws while on a bicycle, etc.
