Why Cop not citing bikers who does not obey the code? - Cycling Mob: Road Cycling, Mountain Biking and More

According to the CA traffic code, bicycle follows the automobile
traffic code.
On CA traffic code section 2700 says biker must wear helmet,
headlight,
license plate and no music allow. Any violation is a subject to a
traffic fine or arrest. Why the US cops does not cite the biker who
does not have headlight or license plate or not wearing helmet?
America is the law of the land. About 99% of all American biker in
street or mountain path do not have license plate or headlight or
helmet. US cops can arrest them and throw into jail as many as
possible since there are plenty of jail cell (which is good business
for prison industry). Go down the bike path in American beach, 99% of
all biker do not obey the bicycle code. American cops can arrest all
these people or fine them (good business for the city employers). Cite
all these bikers. There is nothing wrong with it. I saw the American
cops arresting the guy on bike or the homeless guy walking down the
street. US cops can do whatever they want it because this is the law
of the land!
