Is America only nation to cite the bike rider?

Probably America is only nation on earth you could be fine for not
having helmet, or headlight or license plate. YOu can be fine for
about $150 for not wearing helmet or they can take away your bike.
Probably only nation on earth has a bike traffic code that follows the
same as automobile. Even more
only nation on earth you could be arrest and throw into jail for not
wearing helmet. As a matter of fact, American police can do that.
There is
nothing wrong with it because it is written down on traffic code. How
can you
fight the American traffic code? Don't blame the police!
