Are cogs the same size on all mountain bikes?

meaning aside from obvious weight differences would a 21 speed have the same spread of speeds as another 21 speed. I recently bought a 21 speed and noticed another 21 speed had more easier speeds for uphill riding. Am I tripping or is this true?
