is this a weird tire size?? - Cycling Mob: Road Cycling, Mountain Biking and More

My 1998 TREK 520 is going to need some new tires before next tour.I checked
to see what was on there right now and danged if it doesn't say 28 1/38. Is
this a current tire size? I started out with Conti TT 38's but had to buy
new tires a couple of times out on the road. I think these were put on in
Clear Lake Texas. OH well. I don't now they were still using 28's. Hmmm
