Hitch rack with fenders - Cycling Mob: Road Cycling, Mountain Biking and More

I did a google groups search but no answer, so here goes:

Anyone know of a hitch rack system that meets the following
requirements:

1) 1-1/4" receiver
2) Receiver lock
3) Holds bikes with fenders securely (NOTE: do not recommend
SportWorks; they specifically state that bikes with fenders should NOT
be placed in their racks; lack of manufacturer confidence is
exclusionary).
4) Holds two bikes with no sway (no way for 2 bikes to bump into one
another).
5) Way to lock bikes to rack
6) Can handle odd-shaped frames, e.g., a Y-Foil

Please, no recommendations to carry bikes in the car (do not fit, do
not want to buy a new car), no recommendations for roof racks (looking
to change from roof racks).
