Does anyone have any idea?

How to build a push/kick scooter out of scrap bicycle parts and other scrap metals? Weird I know but I can't afford a factory one and have access to tons (slight exaggeration) of junk metal (most in pretty good shape) Basically I want to start doing this: http://www.dogpoweredscooter.com/ since I cannot run with my dog. I need a fairly simple idea of how to build a scooter able to do that.
A few issues that are keeping me from getting this done.
1) I'm a girl who knows NOTHING about building ANYTHING (other than dog houses and fences)
2) I have tons of access to tools and parts but no idea HOW to use those tools and which parts go where.
3) I'm an AIRHEAD.
Hence the reason I asked on YA knowing the responses I'd be likely to get. I've used every search engine and spoken to all the old bike techies I know, they think I'm nuts.

Well. Look at the pictures on the link and make what they have. Keep it as light as possible.
