i'm here to help is on a distinguished road
Is my brother wrong to...?

shout abuse to push bike riders who go around in big groups eg racers on a sunday when they use all the road and don't look when they are turing or shout 1st telling us to bog off.
He keeps telling me they shoould pay a road tax like we have to, and he will shout that at them.

Well as a general rule it's wrong to shout abuse at members of the general public largely unprovoked however I'll make an exception for abusing cyclists.

I never shout abuse at a group of thirty or so people. Imagine what they could do if they all decided to stop and deal with your brother.

he is,because one day it will back fire on him,and they will come after him,dont need to tell you the rest,so get him to back off while he's still walking.
