I bought a bike off a freind and it has a really bad paint job on it, so my brother put some new paint on it and its a really bad job he has done. So i need to know where i can get my bike re sparyed or somewhere where i can get some paint made for putting on bikes. Not the metal spray paint from halfords becasue that is what my brother put on it. I need some proper stuff.

What you need first is proper preparation.

The best thing to do is to take the bike completely apart down to just the frame and fork. If you are doing it yourself, use a heavy duty paint stripper from the hardware store. Be prepared to have to make a few applications, as most paint stripper is designed to remove one layer of paint. Once the all the old paint is removed, wash the frame with 1:1 vinegar and water using a scotch brite abrasive pad. Rinse and wipe it dry. Apply Red Oxide primer -- there are lots of brands, Rustoleum is but one. One good coat. Allow it to dry 48 hours at 70 degrees F. Then apply your color coat. 2 Coats with 20 hours drying time in between. Last coat can be clear coat. The bike should cure for 36 hours before assembly.

If you are not the do it yourselfer -- take it to a Powdercoater. they will sandblast the frame and apply electrostatic plastic powder that is then oven baked to the most durable kind of paint on the market. I had a frame powder coated in a sweet shade of yellow for $115 US.
