Rust

I've noticed a little bit of rust on the outside of my frame. Is this
something that can affect the performance/life of my bike (it's in an
area that's hard to see, so I don't care about apperance) If so, what
should I do about it?

sand/emory-board/steel-wool it and throw some touch up paint or your
wife's nail polish on it and stop worrying.

I'd worry more about corrosion I couldn't see, have a peek in both the
seat and head tubes and give'em a spritz of something exotic like wd-40 to
keep the gremlins at bay.
