There's two sides to the road (in most areas) and there are multistory
viewing areas and stands. And some fans show up to party and watch the
whole thing on TV (still remember the picture from three years ago of
the guy looking up from the TV to see the bike racers go past), so
they wouldn't have to line the road. Would guess that it is still
optimistic.

Your numbers are off. The course was 15.5 km, not 10 km. Liggett's
math was correct.
